John W. Gardner

John William Gardner (October 8, 1912 – February 16, 2002) was Secretary of Health, Education, and Welfare (HEW) under President Lyndon Johnson. He was a strong advocate for citizen participation who founded Common Cause and became known as "the father of campaign finance reform".
