Le personnage doit son nom au surnom de son créateur, Alexandre Lévêque. Chicard qu'on retrouve aussi appelé Monsieur Chicard était un marchand en cuirs de la rue Quincampoix nommé Levesque. Il inventa son costume, sa propre chorégraphie et organisait son bal de carnaval sur invitations, le très fameux bal Chicard. Le costume de Balochard était une variété de celui de Chicard, avec un feutre défoncé à la place du casque.
